They may be afraid that the person will tow like an idiot (too much weight, imbalanced trailer, etc.) and break the car due to stupidity.

A few years back, a Range Rover much like Doug’s, maybe identical, jack-knifed and rolled towing a ~26' trailer while I was on my way to Kentucky

Kinda unrelated question, why are all the wheels marked with green spray paint? I wouldn’t think the vehicles would move in the time it takes to document the scene if they didn’t move in the time it took for the police to arrive, do all the things required in responding to an accident, and then begin marking everything. I get putting little signs by shell casings and stuff at a crime scene as they are easy to loose track of, but we are talking about cars here.
